Do my messages still get received in case the mobile phone of the recipient is turned off or out of network range?

Typically, the mobile network will keep trying to send the message through based on the validity period you set when you send the message. Batelco Bulk SMS sets a default validity of 2 days (unless it is change) until the message discarded.
